Andy Burnham Becomes UK Prime Minister
Andy Burnham has become Prime Minister of the United Kingdom, succeeding Sir Keir Starmer and appointing a new Cabinet.
Burnham formally became Prime Minister on Monday, 20 July 2026, after meeting King Charles III at Buckingham Palace and being invited to form a government. He subsequently entered 10 Downing Street and delivered his first address as Prime Minister.
Burnham previously served as Mayor of Greater Manchester and returned to Parliament as the Member of Parliament for Makerfield before being elected leader of the Labour Party.
First address as Prime Minister
Speaking outside Downing Street, Burnham said that the government needed to respond directly to the concerns facing households across the country.
‘We need to be better,’ he said.
Burnham stated that his government would focus on the cost of living, public services, housing, devolution and industrial policy. He said its initial measures would seek to give households more breathing room.
He also committed the government to addressing rough sleeping and increasing the construction of council housing. Concluding his address, Burnham said that his government would seek to bring back hope.

Primary Policy Proposals Outlined
Economic policy
Reindustrialising Britain
Burnham argued that many of the United Kingdom’s present economic challenges can be traced to policy decisions taken during the 1980s, when, in his words, ‘economic power [was] privatised, large parts of the country de-industrialised, and they still haven’t recovered’.
He pledged to reverse this trend by rebuilding Britain’s industrial base and strengthening domestic manufacturing. As part of this approach, Burnham committed the government to ‘re-industrialising Britain, using public procurement to back British industry’.
Cost of living and essential services
Addressing the continuing pressure on household finances, Burnham said that the government would seek to provide families with ‘some breathing space’.
He also outlined plans to strengthen public control over essential services, with the aim of building ‘a new economy where we put life’s essentials back under stronger public control to make them affordable to you again’.
Employment, education and housing
Burnham said that the government would seek to improve opportunities for young people through reform of the education system and an expansion of mental health support.
He also pledged to increase the construction of council housing, describing this as the ‘fair and sustainable way to bring the welfare bill down, to meet our fiscal rules, and to honour our commitments on defence to our international partners’.
Political policy
Devolution and local decision-making
Burnham pledged to decentralise political power from London and strengthen the role of local government.
He said that the government would ‘take power out of here and carry it into every postcode in the land so that they can do more’. The proposal is intended to give local authorities greater responsibility for decision-making and regional development.
Political reform
Burnham also called for a different approach to government and political debate, stating that politics should become ‘more collaborative, more about problem-solving than point-scoring’.
Biography
Andy Burnham was first elected as the Member of Parliament for Leigh in June 2001. Between 2007 and 2010, he held a number of senior government positions, serving as Chief Secretary to the Treasury, Secretary of State for Culture, Media and Sport, and Secretary of State for Health.
During Labour’s time in opposition, he served as Shadow Secretary of State for Health, Shadow Secretary of State for Education and Shadow Home Secretary.
Burnham was elected Mayor of Greater Manchester in May 2017 and was re-elected in 2021 and 2024. During his time as Mayor, he brought the region’s bus network back under public control and oversaw a period in which Greater Manchester became the fastest-growing city-region in the United Kingdom.
He returned to Parliament as the Member of Parliament for Makerfield in June 2026 and was elected Leader of the Labour Party on 16 July 2026.
