In May 2019, the revised Act on Comprehensive Promotion of Labor Policies (the “Revised Act”) was enacted, which became mandatory also for SMEs in April 2022. For the first time in Japan, legal requirements were established for power harassment, obliging employers to take preventive measures to stop workplace misconduct where there is a power differential.

Hiroshi Chiba | Lawyer, Tokyo Uchisaiwaicho Law Firm

Born in Tokyo, graduated from Kaisei Junior and Senior High School and the University of Tokyo Faculty of Law, studied at Takae& Abe, established Chiba Sogo Law Office in 1996, and has been the Managing Partner in Tokyo Uchisaiwaicho Law Firm since April 2022. His areas of expertise include civil, labor, insurance and corporate law.
